Contents: In this era of competing demands and scarce resources, decision makers in the international market-place will determine whether or not the benefits of remote sensing technology outweigh its costs. Technical capabilities of remote sensors are important, but additional factors are considered when making the purchase decision. This is especially true when the purchase is to be made by decision makers in developing countries. They must question whether or not the technology can be successfully applied. Effective application depends upon the ability of organizational actors to manage the technology transfer system. The purpose of this paper is to provide information that will contribute to a better understanding of that system and the major obstacles that will be encountered as we pursue remote sensing commercialization. From this perspective, recommendations are developed that could be applied to improving the potential for commercialization in the developing world.
