In this essay I examine the evolving role of General Accounting Office (GAO) evaluation in the post-reform Congress. While the GAO has become more active in recent years in program evaluation, it is less clear what effect this activity has had on legislative decision making. This analysis focuses on a particular case study - GAO evaluation of the General Revenue Sharing Program - from which we can derive some understanding of how the GAO conducts program evaluation. I conclude by noting the difficulties of assessing the influence of GAO evaluations on policy processes and outcomes. |
