Inhoud: In both Europe and North America, governments of different political persuasions have begun to pay closer attention to what goes on in schools, and to the leadership of schools. Thinking about school leadership has focused inevitability on school leaders themselves: who they are and how they exercise their leadership. But schools do not exist in a vacuum and school leadership is shaped by national expectations and local realities, as well as the skills and experience which individuals bring to the leadership task. This article explores the interlocking national, local and school-based factors which shape the leadership climate. The analysis focuses primarily on recent developments in England, although a parallel exploration of national, local and school-based issues in other country contexts would undoubtedly illuminate comparable tensions. The exploration of the leadership climate presented here reveals areas of conflict and tension; discontinuities between policy aspiration and policy actualization; as well as areas of coherence and shared aspirations. The argument is made that school leaders need to be viewed not merely as instruments of either national or local policies but as creative, visionary people committed to their school communities.
