Inhoud: Lead poisoning and contamination is a major factor which partly explains why racial minorities in the U.S.A. have lower than average IQ's, social mobility, educational success and economic prosperity. When combined with the factors of low birth weight and childhood neglect/physical abuse, higher minority crime rates are partially explained. The major conclusion is that government war on poverty/economic education and opportunity programs for minorities only occurs after negative, detrimental environmental impacts, such as lead contamination-poisoning have severely impacted the physical and mental health of minorities as children. If the government authorities are serious about a “War on Poverty”, government programs must be in place to protect and nurture minority children before they are born and through age 6.
