The prospects of contemporary imperial decline for the realization of world order values-preventing war, eliminating global poverty, easing domestic and international repression, and protecting the environment-are conventionally viewed, by a global humanist model, as unadulteratedly positive. Yet, in some critical areas the decline of imperial hierarchy has been a “mixed blessing” for world order goals since superpower hegemony probably had a net positive impact on certain global values. The duopoly seems to have encouraged the maintenance of peace (in the industrial North, at least) and the promotion of economic well-being; only in the area of repression did the hegemony have a negative net effect. Thus, the decline of empire in the 1970's has directly benefited only the promotion of civil rights. The net impact on peace and economic well-being has been less clear, but the decline of international hierarchy does raise increasingly alarming prospects for even the minimal maintenance of global security, welfare and ecological balance.
