Inhoud: It is common in Western, industrial countries that secular trends in house prices have resulted in home ownership being the principal investment for many people. The economic changes which have occurred since the 1970s have in places perhaps threatened this investment. As widespread and continuous prosperity in Britain and Finland has given way to unemployment the financial basis of demand has been undermined. Whereas unemployment has been geographically uneven so too have house prices which have increased (and sometimes decreased) at very different rates in different parts of each country. This paper speculates about the processes which link the labour and housing markets, concentrating particularly on social security in its affect on labour market outcomes. It suggests that while the trends can be modified divergences cannot in practice be eradicated. Some of the consequences of this inability and unwillingness to obviate the relative disadvantage to some home owners are considered.
