Inhoud: There has been a pronounced tendency within the Scandinavian countries in recent years for public authorities to initiate experimental policy programmes. These programmes may be characterized as organized opportunities designed to encourage innovative thinking, test out new ideas via trial efforts, and to learn from experiences gained in the process. This article focuses on (1) the extent to which such experimental programmes initiated by central ministerial agencies in Norway during the period 1980-85 actually serve as the basis for relevant learning and policy making by governmental authorities, and (2) whether the way in which these experimental programmes are organized influences the likelihood for learning by planners and policy-makers. Results from an empirical study provide affirmative answers to both these questions. The use of evaluation practices appears to be particularly important in this connection.
