This paper is devoted to the methodology of urban impact analysis. After a discussion of urban impact analysis as a special kind of more general impact assessments, a systems approach is introduced as a meaningful framework for estimating the urban impacts of public policies. Multidimensional profiles and policy scenarios appear to be extremely important elements in a comprehensive urban impact analysis that aims at improving the co-ordination with regional planning. The method of urban impact analysis proposed in this paper is illustrated by means of an analysis of the impacts of regional economic and physical planning for the city of Gouda in the region Midden-Holland in the western part of the Netherlands. |
