This article discusses patterns of regional adaptation to energy economizing in relation to differences in regional resources, as well as regional organizational and behavioural patterns. While Norway as a whole is in a position of energy-surplus, there are great regional variations within the country. Regional scarcity of hydropower resources, as well as other regional variations, are therefore possible in spite of the national energy-surplus and aggregate organizational and behavioural patterns. Based on an interorganizational relations perspective, four hypotheses are considered: 1) The resource dependency hypothesis which implies that we would expect regional utilities with small remaining hydropower resources to be most strongly engaged in energy economizing. 2) The demand pull hypothesis which implies that we would expect the propensity to engage in energy conservation to increase with high expected increase in future demand. 3) The centralization hypothesis, which implies that we would expect the relative dominance of the regional utility within its region to affect energy economizing in a positive way. 4) The ownership hypothesis which implies that we would expect county ownership to stimulate energy economizing more than municipal ownership, because of the counties' more comprehensive responsibility for energy supply. All four hypotheses find some support in our empirical analysis, though some of them have to be qualified considerably.
