Inhoud: The management of social housing in Ireland and, to a lesser extent, in other countries has received relatively little attention from governments or researchers despite significant changes in the last two decades. This paper seeks to address some of the gaps in the literature on housing management and reforms, specifically with respect to estate regeneration policy and practice. Data collected for good practice guidelines on the regeneration of local authority housing estates in Ireland identified a range of potential obstacles to successful regeneration. These are used as a platform to explore how a theoretical framework drawn from complexity theory can further the reform of estate regeneration practices. Three techniques are elucidated: (i) “backcasting”; (ii) regulated autonomy; and (iii) complex ethics. The paper concludes by discussing how these ideas could allow for the full engagement of local stakeholders in decision-making processes and management practices, creating more locally integrated, inclusive and holistic estate regeneration policies and practices that can help achieve and sustain the best possible solutions for all into the future.
