In evaluating social programmes in housing a goal-attainment model is often used to enable the contributors to such programmes to determine whether the goals were reached. However, in order to evaluate the full impact of a programme, more comprehensive models must be used. This paper presents a comprehensive evaluation tool that assesses the impact of social programmes. The tool was developed under the IMPACT Project (The Housing Dimension of Welfare Reform) project supported by the European Commission's 5th framework programme. The tool has nine dimensions: relevance, internal coherence, external coherence, effectiveness, performance, ethics, profitability, legitimacy and reproducibility. The tool has been tested in Denmark, Austria and Switzerland. The main results of the Danish test are presented here and the evaluation tool is discussed.
