Whilst it is recognised that tenure patterns are influenced by a wide range of factors, the prevailing tax and subsidy framework is likely to be one of the most important determinants as well as the one most open to policy change. This article provides a descriptive attempt to examine whether there is some relationship between the current tax and subsidy framework and the observed tenure pattern, via its impact on what people pay for housing in the different tenures. The article uses data on the tenure patterns and what people pay for housing amongst both younger and mid-career households in 12 OECD countries, and finds some evidence to suggest there is a link. |
