The article discusses the barriers and the strategy for the development of the Copenhagen waterfront motivated by two main findings. First, the conversion of port areas is still revealing many abandoned sites in all sections. Second, urban policy in the 1990s giving priority to the development of the central harbour areas, while launching into a new development site Ørestad on Amager, close to the port areas - within the actual economic context - is neglecting the process of transformation which confronts other harbour sections. The article analyses the change in the urban policy in regard to port areas since the 1970s. It emphasises the need for a comprehensive strategy, in the long and short terms, which coordinates programming, development and architectural choices, and which should be based on the synthesis of the transformation in all port areas. This strategy should also consider the problems and the barriers which the conversion confronts as well as the potentialities in every area that can serve as a policy instrument for urban development and revitalisation.
