The Swedish coastal landscape has been radically affected by economic and social changes during the period between 1930 and 1990. Gradually, and especially during later decades, the impact from non-local, urban-based interests on coastal areas has become more pronounced and multifaceted. Apart from conflicting interests between people representing urban and local interests, a noticeable difference can be identified between interests favouring further exploitation of the coastal landscape, including its cultural features, versus those arguing for its protection. Attempts by the authorities to balance various interests and to resolve conflicts, mainly through the Riparian Law and the National Land-use Planning and its follower the Natural Resource Act, have met with some success during the period studied. However, the general character of the laws and regulations is not well adapted to the very dynamic socio-economic changes affecting the Swedish coastal landscape and to the variations in outside pressure directed towards various parts of it.
