Inhoud: This article presents the different phases of OECD work on urban problems, from 1971 to the present 1983-1986 programme. It further attempts to evaluate the present OECD programmes on urban affairs in the light of the economic, social and environmental development in metropolitan areas during the 1970s and the 1980s. After a presentation of some common development characteristics of metropolitan regions in OECD countries the article identifies the basic OECD attitudes, which are economic growth philosophy, confidence in the functioning of the market mechanism, and belief in the necessity of reducing public budgets. A strongly recommended policy instrument is privatisation of public services. The conception of human interrelations in the OECD urban studies is focussed on human cooperation in pursuing goals of common wealth and welfare, omitting aspects of conflict and alienation. The article evaluates critically these studies and policy recommendations based on a sociological and politological approach. Within the limitations given by basic societal conceptions and political attitudes the OECD urban programme is considered a valuable contribution to the efforts of member countries to handle the problems of large cities in the 1980s.
