Inhoud: Since the middle of the 1970's the idea of developing a general requirement for Environmental Impact Assessment (EIA) in Norway has slowly emerged. At the end of 1983, a Planning Act Commission has presented a proposal for a mandatory EIA process for major physical developments likely to have a significant impact on the environment or the communities affected. The paper presents two background studies on the present EIA practice in Norway and points out major areas for improvement in the present assessment and decision-making processes. Furthermore, the paper gives a short presentation of the proposed EIA system in Norway. With reference to this proposal and studies of EIA systems in other selected countries and provinces, ten different problem areas or challenges for a satisfactory EIA process are identified and discussed.
