Contents: This study discusses the factors that encourage landlords to rehabilitate their buildings and shows the role played by the Canadian Residential Rehabilitation Assistance Program (RRAP). The survey results show why some of the landlords proceed with their contemplated rehabilitation projects and why others drop their application and do the work on their own. The results describe the direct and indirect ways by which rehabilitation subsidies improve neighbourhood conditions. The article provides a basis for future work regarding possible adverse indirect effects of rehabilitation subsidies. Government programmes that encourage the growth of a rehabilitation industry can stimulate the extent to which private rehabilitation projects reduce the supply of low-priced housing.
