Inhoud: Through an investigation of the Portland Hotel Services Society (PHS) in Vancouver, British Columbia, and in particular, their 'no-eviction policy', this paper examines the effect of social housing policies on residents, analyzes the part played by cultural narrative or scripts and concludes with a discussion on the need for reframing critical social issues. The nuances of this policy and its effects on the residents' lived experiences afford a greater understanding of how a housing provider such as PHS reframes their mandate to allow their residents to live in dignity. The exploratory research questions governing this study investigates:'Who are the hard to house and how can their needs be met?' and 'What role do housing management policies perform and how can these policies reflect this population's needs?'
