With the end of the Cold War in Northeast Asia, a question has arisen about whether an opportunity now exists for the establishment of a new basis for collective security and stable peace in the region. Is there an increased likelihood of an end to existing collective defence arrangements such as the US-Japan security relationship? What alternatives have been advanced to promote peace in this region? This paper argues that, rather than enhancing the prospects for a new collective security regime, the continuation of the alliance represents a significant obstacle. Tied to a Cold War rationale and a narrow military definition of security, the alliance is a stultifying factor in the post Cold War condition. The paper concludes that a lasting, stable peace can only be achieved through an incremental process of regional cooperation that is multi-layered, multi-functional and multi-lateral in character. |
