Environmental security and international equity: Burdens of America and other great powers

Titel: Environmental security and international equity: Burdens of America and other great powers
Auteur: Harris, Paul G.
Verschenen in: Global change peace and security
Paginering: Jaargang 11 (1999) nr. 1 pagina's 25-42
Jaar: 1999-02
Inhoud: The 'great' powers can more effectively achieve their foreign policy goals in the environmental issue area, and thereby protect and promote their national interests, by treating other countries, particularly the developing countries, more equitably. Such policies would also promote ethical imperatives, such as taking responsibility for their disproportionate adverse impacts on the global environment. The case of the United States is explored because American policy makers have yet to fully comprehend changes to national power capabilities in contemporary international affairs, and because it has the financial, technological and diplomatic resources that can be brought to bear on problems of environment and development. The United States is also the world's greatest polluter. It therefore has the clearest ethical obligation to redress the wrongs of historical and ongoing global pollution. The same arguably applies to Britain, Japan and other nominal or would-be great powers, as well as regional powers like Australia.
