Contents: A procedure combining spectrophotometry and measurements of reflectance and transmittance versus incident angles (R/T method) is developed to characterize an obliquely evaporated titanium dioxide (TiO2) film. The R/T method determines the thickness and columnar orientation of the film. The film thickness can be measured with an uncertainty less than 10 nm. Optical constants of the film over a spectral range of 450 nm to 900 nm are obtained from spectrophotometric measurements with an accuracy around one percent.
