Inhoud: Although President Putin has expressed his disappointment with the lack of progress toward modernizing Russia's armed forces, institutional biases, corruption, and infighting have so far prevented any real changes from being made. This has been particularly true for the army, which has failed to make any real progress in its proposed transformation from a conscript to an all-volunteer, professional force. Conscription rates have plummeted in recent years as more and more young men find deferrals, and the army has resorted to filling its ranks with shirkers and criminals the police have rounded up off the street. Putin panicked top brass when he took the unprecedented step of allowing experts from outside the military to submit proposals for making the transformation to a professional army. It now appears that the generals (and admirals), having staved off obsolescence for so long, may have run out of excuses at last.
