The university-to-industry technology-transfer process has become an integral part of science and technology policy in technologically-advanced countries. The process is cumbersome and faces many practical and cultural difficulties but, when successful, it promotes research in the academic sector and innovation and competitiveness in industry. In less-favoured regions, which lack a solid industrial structure and technology infrastructure, linkages between academe and the productive sector can also be promoted with mutual benefits. Nevertheless this article, using empirical evidence from Greece, argues that emulation of measures successful in other OECD countries paves the wrong way for creating/intensifying the technology-transfer process. In order to promote technology transfer in LFRs, policy has to follow an alternative (though similar) path, taking account of the specific needs and characteristics of both the local supply and demand sectors of research results: the absence of mobility of personnel, the aversion of local industry to take long-term risks and the absence of a solid technology policy and infrastructure.
