Australia's decision to have its own domestic satellite system raises many policy and practical issues. These issues should be resolved before the system becomes operational. The considerations raised in this paper are primarily concerned with the use of satellites in distance education. The more important issues considered include:— shaping communication policy and practice with reference to technological development, market forces and public policy; reserving broadcast capacity for educational (non commercial) use and guaranteeing continuing access to institutions investing in the system; determining the educational needs of the consumer, selecting educational uses appropriate to satellite transmission and identifying criteria for benefit evaluation and associated cost parameters; new resource management issues for tertiary educational institutions in the interests of optimising satellite use and achieving rationalisation and co-ordination. The paper also' examines the range of educational options generated by the new technology and draws some scenarios for tertiary education in the late eighties. |
