This paper explores the recurrent clash between warriors and diplomats. A study of modern history exemplifies that the prevalent image of the diplomat as a timid civil servant is misleading. The diplomat is unique among a state's practitioners in the inherent connection between his ethics and professional competence. The applicability of some moral principles to international relations does not negate the diplomat's ultimate responsibility, the safety of the people. Indeed, diplomacy proved to be more effective than other means in the arsenal of statesmanship. it proved also to play a critical role in guarding the essential values of international society. |
