Contents: In the post-Cold War security environment, non-lethal weapon systems may provide the capability to achieve strategic, operational and tactical effects while minimising, or even avoiding, the sustainment of both friendly and enemy casualties. However, in the race to develop these systems, there is wide debate as to whether they have a recognised utility and whether the allure of casualty-free conflict hides deeper questions regarding their legality and, as yet, unrecognised injury patterns and human effects. This essay examines these questions and considers non-lethal weapon systems against the principle of 'superfluous injury and unnecessary suffering'. In conclusion, the R²IPE acronym is proposed as a method of highlighting areas peculiar to these weapon systems in their legal context.
