This paper addresses the issue of whether national defense is a pure public good in the modern era of nuclear weapons. A test is conducted using data on two votes on Contra aid by the US House of Representatives in 1985 and 1988. Holding other things equal, distance of a representative's district from Managua is negatively related to the propensity to vote for Contra aid. National defense in this particular case is thus not a pure public good. |
