The purpose of this note is to explore the implications of applying the methodology of the “willingness-to-pay” approach to the valuation of safety improvement in the context of national defence. In particular, the note seeks to determine the approximate size of the reduction in risk of nuclear attack that would need to be attributable to current levels of defence expenditure in order for this expenditure to be justifiable on criteria similar to those employed in other areas of public safety. |
