Inhoud: Harold Macmillan's governmental reshuffle of July 1962 is one of the best-remembered episodes of his premiership. Its scale, which shocked his party, was unprecedented then, and remains unsurpassed today. Macmillan's prime objective was to remedy a dramatic slide in the government's popularity. For reasons which are still not entirely clear he mishandled things disastrously, both in terms of the number of ministerial dismissals and the manner in which they were carried out. He gave the impression of having panicked and of cynically making scapegoats of loyal colleagues. The affair was not the total failure some have claimed. Macmillan rode out the unpopularity he incurred and, but for illness, would probably have led the party into the next general election. The new Cabinet had a much more vigorous image and the Conservatives' public standing did improve - albeit slowly. But neither was it the emphatic demonstration of prime ministerial authority that others have made it (though it does show the substantial impact the media can have on political events). Macmillan's reputation was badly damaged and this has deterred subsequent Prime Ministers from exercising their power of dismissal in so draconian a manner.
