This article outlines the use of the Central Office of Information and other parts of the Government Information Sevices and media in the publicising of the legislation making up the core of what has been called the Welfare State. Different parts of the legislation, which came into force in 1948, required different treatment according to its purpose, and the article shows how those requirements affected the campaigns, the media through which the campaigns were conducted, and an estimate of the success or otherwise of those campaigns. |
