After the First World War the Foreign Office was faced with revolutionary changes following the collapse of four great empires, the reappearance of ideology as a significant factor in foreign policy, the birth of new states and new methods of conducting international relations. It also faced internal criticism about its role and effectiveness, relying on Lord Curzon, as Foreign Secretary, to defend it from rivals ranging from 10 Downing Street to other government departments. This contribution offers a critical tour d'horizon of the Foreign Office's perception of its relationships with the major players in a much-changed post-First World War world, particularly France, Germany, the United States and the Soviet Union. |
