During his short term as Foreign Secretary in 1951 Herbert Morrison became hopelessly embroiled in the case of the East German documentary film Immer Bereit (Always Prepared). When a copy of this film about the 1950 Whitsun Youth Festival in East Berlin was submitted to the customs for import by the National Union of Students, the Foreign Office was alarmed. Another copy of Immer Bereit had previously been seized in a raid on the headquarters of the West German Communist Party in Dusseldorf and those who had seen the film considered it dangerous propaganda. Concurring with this view and referring to the wartime situation, Morrison proposed the use of the Royal Prerogative in order to ban the film, but was defeated in Cabinet. |
