The recurring crisis of local taxation in post-war Britain

Title: The recurring crisis of local taxation in post-war Britain
Author: McConnell, Allan
Appeared in: Contemporary British history
Paging: Volume 11 (1997) nr. 3 pages 39-62
Year: 1997
Contents: This article outlines and attempts to explain the recurring 'crisis' of local taxation in post-war Britain. It provides an analytical framework by arguing that local taxation is an issue on which the centre is especially vulnerable and that particular crisis 'agents' may trigger a crisis. It then applies this to the crisis of averting a crisis in the 1952-57 period; solving the crisis of rates unpopularity in the 1963-66 period; the handling of the crisis of the rates explosion between 1974 and 1977; the final crisis of the rating system at the time of the 1985 property revaluation in Scotland; and then ultimately the crisis of poll tax implementation in the 1990-92 period. It concludes by asking if the new council tax marks the end of the periodic crisis of local taxation in post-war Britain.
