The Cabinet Office in 1972-75 was a microcosm of the 'Old Civil Service'. Within it the senior, Administrative Class level was marked by easy, informal communications, and the preoccupation with the effective organisation of Cabinet and Committee business. There was a clear distinction between this level and the permanent, supporting staff in the Executive and other classes. Pen-portraits illustrate characteristics and styles. Official influence on Ministerial decisions was not necessarily passive. The supporting machinery - in effect, the interdepartmental information system and the equivalent of military command-and-control - was an unspectacular but important ingredient of Cabinet Government, as was the dedication of those who ran it. There are lessons for the intangibles of modern Civil Service reform. |
