Inhoud: Elite centred, its target audience decision-makers in Whitehall and Westminister, the Adam Smith Institute is as much a political actor as it is a genuine think tank. It has no wish to study the world in a detached scholarly fashion but offers instead normative policy recommendations based upon strict partisan world view. An organised advocate for the free market the Institute attempts to adopt a neo-liberal ideological position. It is a policy advocate a 'political' as opposed to an 'independent' think tank and an eager participant within a conservative movement. As an out-rider and not a political insider, the Adam Snith Institute has been a determined cheerleader for both the Thatcher and the Major governments, one prepared to make a variety of recommendations to advance the neo-liberal cause but able only to encourage and support political actors from outside government.
