The Soviet military is in the midst of the most comprehensive transformation in its history. At stake is not only the future shape and makeup of the Armed Forces, but the USSR's future as a competitive superpower. This metamorphosis, rooted in analyses conducted by the General Staff well before Gorbachev's ascendancy, seeks to fundamentally redefine what the Soviet Armed Forces will look like and how they will be prepared to fight through the end of this century and into the next. Insofar as this transcentury agenda impacts the entire gamut of East-West relations, it must be factored into the Western national security calculus.
