The rapid deployment of cost-effective, advanced technologies into Soviet industry appears to be a sensible prescription to cure the ailing Soviet economy. Under present conditions, however, the Soviet system is incapable of such change. This paper discusses several fundamental reasons why this is so, and then argues that the only way to overcome command system-based impediments to technological invention, innovation, and diffusion is to adopt market-type institutions. |
