Inhoud: The collapse of communist rule in eastern Europe and the prospect of prompt German unification are rapidly rendering the analytical concept of a NATO-Warsaw Pact military balance obsolete. The 40-year-old intellectual paradigms which have been underpinning Western assessments of the military competition between the two coalitions in Europe no longer pertain to the emerging European security environment. But while the strategic implications of the “revolutions of 1989” for NATO strategy in central Europe are gradually becoming easier to comprehend, in the instance of the alliance's southern region, measuring the impact of political change on military arrangements is complicated by the complex geopolitics of the area. In the 1980s, both alliances took measures to operationally incorporate the Mediterranean theater into their overall coalition planning for a hypothetical war in Europe, thereby establishing a conceptual link between the southern “flank” and the central “front.” The virtual demise of the Warsaw Pact has severed that link and precipitated a reexamination of NATO security in the southern region in terms of “out-of-area” risks. Against this background, the article analyzes the recent rise and fall of the Mediterranean theater in the context of earlier paradigms, now lost, and examines developments in the Western approach to out-of-area security.
