The developments in physics, space exploration, computer technology, and other sciences since the 1970s have had an important influence on Soviet military thought, an important part of which is forecasting the direction of military strategy and technological development. This paper describes Soviet perceptions of military technical and strategic development and the institutionalized processes for analyzing and forecasting them; highlights the major issues and concerns of the Soviet military leadership regarding the “turning point” in military affairs brought about by recent technological advances; and examines the specific role of ICBMs in future Soviet military strategy. |
