Mikhail Gorbachev has been promoting an overall restructuring of the Soviet domestic economic and political system and implementing an “accelerated development strategy'' since he came to power. At the same time, he has taken a new outlook on international affairs known as the ''new political thinking'' and started the readjustment of his country's foreign policy. In Soviet global strategy, the Asian-Pacific region plays an important role, next only to Europe. Under the guidance of Gorbachev's “new political thinking,” Soviet Asian-Pacific policy is also being reex-amined and readjusted. This paper gives an analysis of the economic and political background for recent changes in the Soviet Asian-Pacific policy since 1985 and an assessment of the new gestures and actions, as well as some restraining factors to the implementation of new policy toward this region. |
