The traditional goals of arms control are to reduce the risks of war, to reduce the cost of preparing for war, and to reduce the consequences of war in the event that deterrence fails. Advocates of a nuclear test ban claim that such a ban would achieve the goals of arms control. This article examines the claims of test ban proponents, and the unintended, as well as the intended, consequences of a test ban, demonstrating that in fact such a step, far from enhancing arms control, actually undermines it.. |
