Gorbachev's new thinking has proven difficult to analyze in terms of Western logic. The INF Treaty debate is indicative of the West's confusion. An alternative case study, presented in an ideological framework, can shed new light on Gorbachev's strategies. His friendly overtures towards the European Communities (E.C.) appear as a dramatic reversal of previous Soviet hostility. Closer examination reveals that Gorbachev's aims are consistent with evolving Soviet attitudes towards the E.C. His charm and ideological creativity have resulted in an intensified policy designed to utilize relaxation and mature detente to gain access to credits, trade, and technology, to undermine E.C.-U.S. relations, and to fractionate intra-E.C. solidarity. |
