The debate on South Africa's strategic minerals should continuously be evaluated. Three matters are addressed. First, the existing literature on South Africa's strategic minerals lacks clarity as far as the concept “strategic value” is concerned. This shortcoming is addressed by applying Critchley's conceptualization to the South African situation. Second, we argue that the interdependence between supplier and consumer—in this case South Africa and the U.S.—will remain dominant. Third, how will a change in relations affect perceptions of strategic value? For example, will a regime change in South Africa (either a reactionary Conservative Party government or a radical African National Congress government) influence the scarcity of, dependency on, or access to strategic minerals? For this purpose eight future scenarios are discussed. For each a situational analysis is made and its effects on strategic value are outlined. |
