Inhoud: On September 1, 1982, President Reagan proposed a peace initiative for the Middle East that touched on some of the most important aspects of any settlement: the question of security, and the related question of control over territories. Israel's central concern continues to be the attainment of security, while for the Arabs the major concern is the return of the territories lost in 1967. Stable peace must rest on a territorial arrangement that reflects both concerns. Consequently, minor territorial changes will constitute a compromise between the extreme Arab position of complete withdrawal and the extreme Israeli position of complete annexation. Such a compromise might include the incorporation of the following three territories into Israel for security reasons: the Etzion Bloc, the Latrun Salient, and the Jordan Valley. In addition, measures of demilitarization could be instituted in the following four areas: the West Bank, the Gaza strip, the Israeli security zone along the Jordan River, and the east bank of the Jordan River.
