The aggressively ideological character of the Nazi regime provides an interesting test case for the various theories of international relations that claim a state's behavior toward its neighbors is far more influenced by structural, system-level factors than by the specific character of the state in question. In this article I question the view of prominent realists such as Dale Copeland and John Mearsheimer that Nazi Germany did not behave irrationally in the international arena, using Hitler's decision to invade the Soviet Union in 1941 as a central piece of evidence. Making extensive use of the diplomatic record, I argue that structural or neorealism cannot adequately explain this crucial decision of the war, and that in fact Hitler's ideology must be taken into account as a determining factor. |
