Inhoud: This article evaluates the concepts of annihilation and exhaustion as well as direct and indirect approaches to warfare in the cases of Athenian and Spartan grand strategies during the Peloponnesian War. It is customary to view the Peloponnesian War as a contest between land and sea power. However, the Spartans quickly understood the need to match Athenian naval strength, eventually accomplishing this goal. Instead, this article views the war as a contest between two opposing grand strategic designs. In contrast to the Athenian grand strategy of exhaustion, based on Athens's economic power, Sparta followed a grand strategy of annihilation centered around Spartan military might. At the initial phase of the war, Athens was so much stronger that the Spartan strategy could not work, resulting in a fairly easy initial victory for the Athenians. The abandonment of the strategy of exhaustion by Athens and the consequent disaster at Sicily enabled the Spartans to secure the necessary support (primarily from Persia) to match Athenian naval strength and pursue their grand strategy of annihilation with success. This article concludes by discussing these themes in the context of recent uses of military force, demonstrating the continued relevance of Thucydides to modern warfare.
