Inhoud: Recent reports indicate that as a result of the Carter Administration's review of nuclear targeting policy, more emphasis will be given to targeting Soviet military and political assets and less to targeting the Soviet economic recovery base. These changes incorporate elements of a strategy known as the countercombatant or counter-power strategy. This paper explores the feasibility of such targeting. Political targets which might be attacked include the Soviet leadership, its lines of communications, and the individuals and facilities involved in implementing the leadership's orders. Numerous dilemmas exist with respect to political targeting which cast doubt on its feasibility and desirability. Dilemmas also exist with respect to targeting nonstrategic military forces, but they apply only to part of the set of potential targets. Thus, a strategy which places emphasis on attacking such targets would seem to enhance not only prewar deterrence but intrawar deterrence.
