This article focuses on the interrelationship between Sino-U.S. cooperation in commercial space and Chinese missile proliferation activities—specifically to what extent did U.S. cooperation with China contribute to Chinese restraint on ballistic missile proliferation issues. Technological cooperation can be a useful tool in gaining a country's observance of missile nonproliferation norms. However, the U.S. should continue this cooperation only if the Chinese observe their Missile Technology Control Regime commitments, and the U.S. enforces stringent technology transfer safeguards. |
