Given their commitments to develop nuclear arsenals, India and Pakistan are unlikely to achieve nuclear stability using a doctrine based on exclusively offensive weapons (along lines of the U.S.-Soviet model). Present circumstances in South Asia represent a security challenge without historical precedent and, as a result, one requiring innovative solutions. One possible solution is to introduce a posture by both countries that emphasizes defensive measures through the provision of reliable and effective anti-ballistic missile systems. |
