Inhoud: As the world emerges from the Cold War, it has become characterized by the dissolution of traditional boundaries. National borders have become more porous to migration, information, capital, and even military presence. This dissolution of boundaries has been translated to the strategic realm, which, like the world of nations, has become chaotic. The strategic process has become a fusion of all elements of national power. Distinctions among diplomatic, military, and economic power are gone. Failing to recognize this new development will result in the instruments of power becoming misaligned, leading to weak policy that may shatter when tested. The strategist must define structure in the chaos. Any emerging structure will hinge more than ever on the perception of the strategist. Recognizing this is critical to overcoming the inherent vulnerabilities. No longer limited to the battlefield, Clausewitz's coup d'oeil must be cultivated at all strategic levels.
